Prime Minister Narendra Modi called for a global framework for digital technology during the 8th India Mobile Congress (IMC). He emphasised the importance of global institutions acknowledging digital technology’s role in global governance, which India had previously highlighted during its G-20 Presidency.
Modi stressed the need for an international collaboration to establish a universal set of “Do’s and Don’ts” for digital technologies, citing the borderless nature of these tools. He urged international cooperation to tackle cyber threats, and called for collective action from global institutions.

Drawing comparisons with the aviation sector, which follows clear global guidelines, Modi encouraged the World Telecommunication Standardization Assembly (WTSA) to lead efforts in establishing a secure digital ecosystem. He noted India’s Data Protection Act and National Cyber Security Strategy as key elements of the country’s commitment to safeguarding digital environments.
The Prime Minister urged the creation of inclusive and adaptable standards to address future challenges, such as ethical AI and data privacy. He highlighted the importance of international standards that respect the diversity of nations, fostering a safe, connected world.

India’s telecom journey was also a focal point, with Modi explaining that, unlike the global perception of telecom as a connectivity tool, India views it as a medium of equity and opportunity. With 1.2 billion mobile users and 950 million internet users, India leads in real-time digital transactions globally.
The IMC is held alongside two major global telecom events in Delhi, including WTSA 2024 and the Global Standards Symposium (GSS). Modi noted that the synergy between consensus-building and connectivity exemplifies the importance of collaboration in today’s interconnected world.
